Article 1. The Romanian Section of the International Society for Contemporary Music (ISCM-Romanian Section) is a professional organization formed by composers and musicologists members of the Union of Romanian Composers and Musicologists (UCMR) which has as its main role to promote the contemporary music in our country and abroad. It also includes as honorary members performers and organizers of the Romanian musical life, distinguished in their activity through the performance of the new music and through special initiatives for its promotion. The activity of the ISCM-Romanian Section takes place in accordance with the Statute of the Union of Romanian Composers and Musicologists and the Statute of the International Society for Contemporary Music (ISCM), whose member it is. Article 2. The headquarters of the ISCM-Romanian Section is in Bucharest, Romania. Its archives can be found at the Union of Romanian Composers and Musicologists (UCMR). Article 3. Its activity covers the entire country and it intends to enlarge its artistic contacts with similar societies from abroad concerning their common interest to ensure the access and the performance of the new music in the world, without any aesthetic, national, racist, religious, sex or political discrimination. It intends to centralize and corroborate the efforts and the activity of the various Romanian groups end ensembles specialized in performing the new music in order to better organize and promote their artistic performances in the musical life. Section II. Funds. Resources. Article 4. The expenses of ISCM-Romanian Section will be supported by some governmental and non-governmental institutions. They will finance the artistic performances of the ISCM-Romanian Section, the fees for the travel and representation of its members in the country and abroad, the correspondence and the publicity. The administration of the goods and funds of ISCM-Romanian Section will be ensured by the Financial-Bookkeeping Department of UCMR. Article 5. ISCM-Romanian Section members can be only those composers and musicologists who are also permanent members of UCMR, distinguished in their creation and musicological activity through the performance of the new music in the country and abroad. Article 6. Honorary members of ISCM-Romanian Section can be the most outstanding performers and organizers of the Romanian musical life, distinguished in promoting and spreading contemporary music. Article 7. ISCM-Romanian Section members have the following rights: a) to elect and to be elected in the managerial staff of ISCM-Romanian Section; b) to benefit from the entire range of privileges resulted from the ISCM-Romanian Section activities concerning the promotion of the genuine creation and musicology; c) to be part of all artistic performances of ISCM-Romanian Section, to participate in all its working sessions and to make suggestions; d) to take part as a delegate at the national and international activities of ISCM-Romanian Section; Article 8. The honorary members cannot be elected in the managerial staff of ISCM-Romanian Section. They can not represent ISCM-Romanian Section in its relation with similar institutions in the country or abroad. Article 9. ISCM-Romanian Section members have the following obligations: a) to actively contribute to achieving the professional goals of ISCM-Romanian Section according to its regulations; b) to take part in the working sessions of ISCM-Romanian Section concerning the personal initiatives and suggestions for its optimum activity c) to pay the annual membership fee as decided by the ISCM-Romanian Section General Assembly. The Executive Committee of the ISCM-Romanian Section may use the funds thus collected. Article 10. The statute of member of ISCM-Romanian Section can be obtained through written adhesion given by UCMR members. Article 11. The statute of honorary member is granted by the General Assembly based on the proposals made in plenum and adopted with simple majority of votes. Article 12. The membership of ISCM-Romanian Section can be lost at a written request or as a result of serious deviations from the above-mentioned principles of the present Regulation. In such cases occurred between two General Assemblies, the Executive Committee can decide the temporary adjournment of the membership, this decision being further validated by the first General Assembly with simple majority of votes. Article 13. Against those stated in the Article 12, the concerned person has the right to contest the decision within the next 30 days after it has been issued. Article 14. The organizational structure of ISCM-Romanian Section is the General Assembly and the Executive Committee. a) The General Assembly is legally in session, if 50% +1 of the ISCM-Romanian Section members are in attendance. b) If this not be the case, a later date will be decided upon in order to have a legal session, irrespective of the number of participants. Article 15. The General Assembly represents the supreme authority of ISCM-Romanian Section. It holds its ordinary sessions every two years or whenever it is necessary, at the Executive Committee’s request or when it is required by two thirds of its members. It has the following attributions: a) it evaluates the activity of the Executive Committee on the basis of its Report; b) it establishes the main objectives in the next period of activity and it makes suggestions regarding this issue; c) it decides upon its addressed requests and appeals; d) it elects its president and the members of the Executive Committee of the ISCM-Romanian Section with simple majority from the entire number of its present members; e) it decides in the same conditions stated in paragraph d) on the dissolution of ISCM-Romanian Section. Article 16. Extraordinary sessions of the General Assembly are dedicated exclusively to the special problems for which they have been summoned. Article 17. The Executive Committee is elected through secret vote – by members of the ISCM-Romanian Section that are also permanent members of the Union of Romanian Composers and Musicologists – by the General Assembly for a period of two years. The maximum number of consecutive terms is five, for each member of the Executive Committee. Article 18. The Executive Committee has the following responsibilities: a) to direct the entire activity of ISCM-Romanian Section between two General Assemblies; b) to carry out the decision adopted by the General Assembly and to solve the current problems; c) to represent ISCM-Romanian Section in its relations with other national and international organizations; d) to establish the quantum of the annual contribution fee for ISCM-Romanian Section membership; e) to recommend a budget, its apportionment, the program and the organizational structure; f) to present to the General Assembly the Activity Report; g) The Executive Committee will act on written membership applications from UCMR members who wish to join the ISCM-Romanian Section. Article 19. The Executive Committee is made up by a president and four members. The president will be elected on the basis of a candidacy. The meetings of the Executive Committee will be considered valid only if there are at least three members present. Article 20. The Executive Committee will convene once a month or whenever necessary. Article 21. The decisions of the Executive Committee are validated by vote, with a simple majority, the president having the prevalent vote in case of equality. Article 22. At the enlarged sessions of the Executive Committee guests can attend, whenever necessary. Article 23. The president represents the ISCM-Romanian Section in its relations with the national and international institutions and signs all its documents. He directs and controls the general activity of the Executive Committee according with the decisions of the General Assembly and informs it on the ISCM-Romanian Section activities. In the case of resignation or unavailability of the President, they may be replaced by one of the four members of the Executive Committee, enjoying full prerogatives. The representation of the ISCM-Romanian Section at the General Assemblies of the ISCM can be entrusted, beside the President of the National Section, to any member of the Executive Committee or to a composer selected in the WORLD MUSIC DAYS Festival. Article 24. ISCM-Romanian Section is constituted as a special branch of the Union of Romanian Composers and Musicologists (UCMR) as a socio-cultural professional organization, established in 1920 as a legal entity, having its headquarters in Bucharest, Romania, Calea Victoriei nr. 141, Sector 1 and that enjoys all the rights derived from this quality and has all the legal obligations concerning the statute of the legal entities. Article 25. The Information Center on Contemporary Music (CIMC) functions as part of the ISCM-Romanian Section, being directly coordinated by its Executive Committee. |
